Strategist is "a Soviet dedicated chess computer prototype" according to Chess Programming Wiki.
The program was developed by Surmin and Korbatov and, the computer was built by NICEVENT, a manufacturer located in Moscow (A.S. Morozov). According to Chess Programming Wiki: "the program, written in Assembly, performed alpha-beta and searched about 40-200 positions per second. In 1988, the computer was announced to become commercially available in the Soviet Union at a price of 380 Soviet ruble, roughly 600$ at that time."
Following the Tournament, the Soviet Computer Chess Federation was founded.
